If the dining chairs have upholstered seats nobody can legally sell them unless they've got a fire safety label. If they're not illegal (and assuming that it's not the same charity which you've already tried) the British Heart Foundation might accept your donation. (They have specialist 'Furniture & Electrical Stores'):

If you re-upholster a chair with combustion modified foam and fire retardant fabric AND affix a PERMANENT label, in the prescribed form, nobody will come knocking on your door. The YMCA may be glad of your table and chairs, in our area they'll come along and collect furniture, it doesn't need to be perfect, just usable, and they're very grateful to receive it!................

Age Concern take furniture, unless it was them you tried. I offered them a dining table and six chairs, they wouldn't take the chairs but took the table.

Since when did a chip on a table leg make the table a fire hazard? The OP said they wouldn't take it because of the chip on the leg not because of a lack of fire safety labels.
Unless you're looking to get some money for it, give it away on Freecycle. |

Great way to get rid of things. Leave them out side. It's amazing what people will take.
When we ripped the kitchen out someone nicked the old rotting sink from the garden (back fence taken down) and a dirty greasy deep fat fryer that must have been sitting in his cupboard for over 10 years.... |
