I would stand it in the container to be used and then add water to the bottom of the dish/container and just let it soak up, it should be heavy and not float around, but equally should not be waterlogged, keep it moist after arranging the flowers by adding water as needed to the bottom.

Soak in a bucket of water overnight , then let it drain for an hour before use. Don't try to resoak oasis which has been used and dried out, it doesn't take up the water properly and often breaks up.
