What's eating my primroses?

Primroses seem to have been very good this year. But something is nipping the yellow flowers off the stalks and leaving them on the ground - piles of them, all around the garden. Nothing apparently gets eaten. What does this? Not caught any animal in the act yet, but possible culprit is Wood Pigeons. Anyone know?

It will be birds doing this. I have seen it many times in large town plantings where all the flowers have been removed.
Yes I agree with Hawkwalk, it will be sparrows doing the damage, but why I have no idea
