Look for a number stamped on the outside of the pan... If it's 18/0, 18/8 or 18/10 it'll be stainless steel. Bad news if it is stainless since the only acceptable repair will be from someone that can do stainless steel welding and good ones are as rare as the proverbial hen's teeth. You could take it back to the manufacturer since that kind of defect sounds suspiciously like a manufacturing error and they might replace it for you... Good luck!
Traditionally, tinkers would repair such a pan by rounding out the hole, inserting a small rod of metal, and hammering the ends of the rod to form a double-headed rivet.
But why not just replace the pan? These days, you can get a complete set of stainless steel pans from Woolworths for around 14. Or try T.K.Maxx, where I've seen superb pans at bargain prices.
