When you enter a conversation with someone, can you read what sort of person she / he is by looking in their eyes?

Not just their eyes- facial expression, body language, tone of voice. Everyone does it.
A brief conversation cant tell you much about a person, most people will try to convey what they want you to see initially, you only build up a more accurate picture over time.

Eye contact is very important in western cultures and is forbidden in some of the Eastern ones. - hence shifty eyed.... Judge judy certainly agrees with you.

Peter, I was working at a Mental Home before the Community home I finished at, at the Mental Home you were trained to watch the Service user's eyes, that give you an indication if the person was going to be friendly, aggressive, Calm. the training did work.

I worked in a psychiatric hospital and I wasn't trained to look at their eyes. I was trained to restrain....

No, I don't think you can read a person by looking into their eyes. Eyes can be just as deceiving as mouths.
