I've just opened a new tin and there's a thick layer of oil on top, should I just pour it off? Tia

No...stir it well.
the can should have instructions on it ?
It's oil based paint. The oil needs to be mixed back in.

All paint tins says 'stir well'

A note on the side of the tin says not to stir the paint ...
Really? Well that's a first for me.
What brand is it?
Is it non-drip, I don't think you stir that?
Probably, as Robinia has said, a non-drip gel-type paint. They don't want you to stir it, as it loses its "gel-ness" and is no longer non-drip.

Just a guess, without seeing it. I guess they're just covering themselves. Probably the lawyers again ;o)

If it's settled that much, I can't see that you have much choice but to stir it, Spreeny.

If you pour off the "driers", then it may never ............ er .......... dry ;o(
Make sure the lid is back on very tightly and turn it upside down, (maybe put it in a bin bag for safety). About 24 hours should do it and the oil will have worked it's way back into the paint, and you can start painting.

It's Dulux non drip... says ' do not shake or stir'
Just stir it...
Then I wouldn't stir...stick your brush in it, maybe the oil isn't as deep as it seems?
Just stir it and reseal. It will regain its non-drip properties after about 24 hrs.
Not very helpful is it?

I can say that their Technical Dept. is very good. Ring them, and let them decide.................

Yup, I've always got an answer to not paint today ☺☺☺
lol, I was thinking Spreeny is non the wiser...

(re their technical help... I found them one of the most abrupt companies I've ever contacted).
