I'd be suspicious that one is better off with less. I might possibly buy the idea that diminishing returns mean the extra bit is not so important.
Seems to me you have a right to get what you agreed to buy, and they have no right sending a substitute without clearing it with you first (do they hide reserving this 'right' in the small print somewhere ?).
IMO a few inches worth is sufficient but if you wish to demand you get what you paid for or a refund then I'd suspect you'd have a good case.
