My neighbour appears to be installing a three inch drian pipe from his Jaccuzzi/pool into the trout stream flowing past my house. Is this legal?. Should the fact that he has a large jaccuzzi outside, be advised to the water board regarding use of water?.

I would say that it is totally illegal to drain it into a stream!!

I would agreed - am 99% certain this would be illegal ..... household water needs to go into the drain system ......... would be even more worried if the jaccuzzi contains any swimming pool type chemicals ....this link might help you check the facts:

It don't sound legal to me,It sounds like he is disposing of his waste water in the river rather than plumbing it to his proper waste pipes like it should be plumbed into. It is an offence to send your waste water into rivers and streams. If reported he or she would have to pay a fine.
You need permission to drain into a watercourse from the relevant water authority, which is unlikely in this case. Pass your complaint on to them to sort out.

Good luck bravehearted, let us know how you get on - he certainly can't pollute the trout stream like this.
i would put a note through explaining the law to him...let him fix it before getting him into trouble...
Take some photos for yourself as evidence of what is happening. It is easy to deny things when ground works are all filled in.

Good advice Brenda and Joko I'll run the problem past environmental agency before that. without revealing any names. Pictures duly taken Brenda
This is illegal, you need a consent to discharge from rivers agency before discharging into a stream. Bath water should go to a foul system or septic tank not a stream. He will be heavily fined and made to fix this.
