The builders developing a site near my mum's have re-routed a stream so that it now flows done an artificial waterfall, goes through the garden of one of the new properties then carries on its original course. The original stream bed formed the boundary between the site and the property next door. Can they legally do this? If the changes now create a flooding risk, who will be responsible, the builder or the new home owner?

neddy, it didn't FORM the boundary, It MARKED the boundary. The boundary stays where it is even though the stream has moved.
email builders for them to confirm that their alteration of the water course will not be detrimental or flood your mums property.

Confirmation from builder will give you leverage to act further if necessary.
I wonder if the builders have complied with this?...
