I was wondering if there is anyone out there that is good with interior design and could give me a good idea how to cover a small window 23inchs by 40. I did have a curtain and curtain rail but have taken it down now I am decorating. Thing is I am not sure if I should put it back or put something else in its place. I do need something as it is a clear window and overlooks next door. How can you dress a small window and make it look modern.?

I have a window of similar size and got a venetian blind from one of those 'Nickel and Dime' shops. Looks good, works well, and inexpensive

You can but nice stained glass style transfers which work nicely and will still allow light into the room as well - hope this helps!
