I expect it will be down to the temperature and rainfall earlier in the year where you are.
If you put down veg refuse you will get slugs and snails but butterflies need specific temperature and sunshine when hatching
You can put uncooked fruit and vegetable kitchen waste in compost BUT it will encourage rats and mice. Rats ate through my compost bin, I had to give up entirely.
Yes of course you can - I don't cut them up small, I just lob everything of fruit and veg waste in our compost bin, along with teabags, soft garden waste, toilet roll insides and egg boxes, and we've never ever had a rat. It's protein you mustn't put in the bin (meat etc), that does attract predators. Fruit peelings etc are only "vegetable matter" so of course they can go in.

There is a shortage of butterflies this year, and bees are having a hard time - perhaps that's in.
