Secure safe fixing

I acquired a small safe which sits on a fixed shelf in a storage room. I would like to fix it to the shelf (wall-fixing is not an option) but need some kind of fixing that goes up through the underside of the shelf and into the bottom of the safe, but that is secured inside the safe, with no way of undoing it from the outside - like a roofing bolt but without the hex bit attached to the head. Is there such a beast?
