ive heard a very cogent argument which suggested that it was all because of the german habit of wearing moustaches. Leaders with moustaches are always dangerous nutters (hitler, stalin, maggie thatcher), so if 90% of your population has a moustache your chances of a chancellor who barks at the moon/thinks hes jesus/is scared of trees is very high.
