what do the non- IATA travel agents do when a customer wants to buy an airline ticket? and what percentage of the UK travel agents have an IATA license??

They can still book & sell tickets, they simply don't get the benefits offered with an IATA membership (e.g. if there's some kind of dispute between the travel agent & the airline, IATA won't help them).

No idea what percentage of UK agents are IATA members - you might find the info here:
