Makeshift steamer

In absence of a steamer would I be able to use a sieve over a saucepan? Would i need to cover it with a plate and how much water should i put in the pan? Thanks in advance.

Yes I have done it frequently when my steamer is full make sure the colander is metal and place the sauce pan lid over the food
