If I make a chicken and leek pie using defrosted puff pastry for the crust/top is it all right to freeze again before cooking or do I need to cook first then freeze?

You can refreeze shop-bought puff pastry twice, but when working with it try to keep it as cool as possible before refreezing.
heathfield do you mean refreeze uncooked twice or once cooked and once uncooked and are you including the fact that it comes frozen as part of that twice?
I would freeze the pie filling minus the pastry and then just add the pastry top once I wanted to eat it.

Thaw and refreeze, thaw and refreeze. Second time around, there may be a slight loss in quality, but it's still safe enough to eat.
