i think the water in your central heating system is there all the time unless you drain the system - this may sound daft but -have you turned the water back on fully -try turning it as far as it will go one way (shut) then the other way (open).

it is fully open just a trickle comes out if i leave it a while there is pressure for a few seconds then nothing
Sounds like an air lock. Have you tried leaving your cold water tap open for a few minutes to see if it clears itself. If not I would check the pipe you have fixed to see if there is a blockage.
Sounds like an air lock possibly.
As already said, your central heating doesn't use the mains water, it's a closed circuit, so the water is always there, unless one of the pipes/radiators, etc, springs a leak.

no water from any of the taps upstairs or downstairs.there is some spluttering but stops when the water stops coming both up and down stairs taps
What I'd do, is turn the water back off and remove the pipe that you've just repaired. Get a bowl at the ready and get someone to turn the water back on slowly, whilst you catch any water that may (or may not) come out of the open end of the pipe.
If no water comes out, then your problem is between the stop tap and the new pipe..
If water comes out, attach one end of the new pipe to the end where the water will be coming from and then turn the water back on. If water doesn't come out and it came out before you attached the new pipe, then the problem is in the new pipe.
If water comes out and it doesn't come out of the taps when you re-aatach eveything, then the problem is somewhere between the new pipe and your taps.
I hope all this makes sense - it's just a process of elimination.

my vaillant boiler is showing it has too much water pressure it is over flowing it must have been doing it over night because i have a giant iceicle on my kitchen window sill
Is this problem related to the lack of water coming out of the taps, or is this a separate problem ??
Just out of curiosity, is it both taps that aren't working, or just the hot or the cold - depending on which one you replaced the flexi pipe on ??
