I have changed so much and so has she.. I just don't know what to do when she gets so worked up about the things she can't control.. Can you please help me.. I would like to hear what you have to say becasue more opinions would help try to make things better.

I take it you are in the US? This is mainly a British site (.co.uk rather than .com) so you may not find the answers you want.
And what do you mean when you say your mother won't agree with anything they say - who are they and who isn't she listening to? Do you know what kind of problems she has - is it a mental health issue? You do sound as if you need help, but it is hard to understand what you are asking.

Do you have anyone you can talk to - a friend, relative or someone in the court system? I'm sure you should be able to find someone who could help. Being in the UK I don't know how the system would work for you so can't give any specific advice. We do sometimes get people on here posting from the US, but they obviously haven't found your question. It must be frightening for you to see your mother losing control - try to stay calm yourself and not get drawn in, it will help her also.

ok you have had a bad time obviously.
I was in care (same thing as a placement I think?) with a foster mum and it really made all the difference in my life.
you're mum is not well and while it must be hard and frustrating for you, you should remember that.
what is she not agreeing/complying with?
