I was recently billed for services delivered 12 month's ago. I requested a statement at year end which did not include the amount as outstanding. Is there a standard or contractual period of time that precludes the supplier from invoicing me or will I need to pay?

You must pay. The legal position is that we are all obligated to seek out and make payment to those we owe money, not wait for them to chase us.
