We've just received our council tax bill for this year and it's gone up by 3.6%. I thought that the council had to hold a referendum if they wanted to raise it by more than 2% or has this changed?

Increase for 2016/17 is up to 4%.

I didn't think the social care payment came in until next year. Oh well that's another £5 a month to find. They must think we've got a money tree in the back garden!
My council tax is going up 4% a year for the next 3 years. :(
Mine has gone up 3.99% ouch.
^^yep, my increase is 3.99% too.....cynical, or what?
Mine has stayed the same for the 3rd or 4th year running.
