A home care(?!) firm charges in advance for 2 hours per week (£28) to use for "trips and treats in the car" but doesn't take the client out, then bills them extra (3 hours + petrol) when escorting them to a hospital. Is this legal and could unused money be refunded. Would it be ok to prepay in advance in future with deductions already in place?.

It doesn't sound fair, but, i suppose, depends entirely on what has been agreed with the company and how the contract is worded.
who are the parties to the contract - do you have any say in what goes on?
It isn't usual to pay in advance at all.

Thanks for these. The firm said clients attendance allowance was usually for them (the firm) to put towards funding. Excuse me?. They also send a lone male to a woman on a morning for getting out of bed / bathing / toilet etc. hmmm

think this firm needs reviewing, they're charging double rate for bank holidays even though they agreed to a rate for funding allowance. Client has to pay all extras out of their own (dwindling)money

social worker has "closed the case", but the goal posts are being moved inch by inch
If you have booked to go out then decided not to ,go it is within their rights to ask for a cancellation fee the same as if if 2 hours is agreed then they cannot charge extra .
Then go back and open the case.
