Can a person who has sight in one eye ,register as partial sighted on the Blind Register if they are in receipt of DLA?

The important word there HC that you have used is 'Severe'.

As I
say I went through the process and was refused.
Being blind in one eye is not considered severe.
just having vision in one eye only does not entitle you to register as partially sighted

You have to have poor sight in the 'good' eye as well
