whats the term used when a business lowers its price to make some money, even if they are not making a profit?

Loss leader?

When goods are sold below wholesale price to draw customers in.

Yes, its either a loss leader, or a lost leader. Can't remember. This is usually done in a specific way though to get people to buy other profitable goods whilst they are shopping there. This is usually done by cleverly setting out shop displays, plinths etc so maximise peoples attention. What they lose on one products, they more than make back on others.

Common sense really.
