Don't they plan to weed out the Mr Bigs and let the little producers pootle about in their gardens and allotments
I think Police Chiefs are allowed a degree of largesse in the degree to which they enforce certain laws - and this appears to be that instance.

From the tone of the comments, the Commissioner feels that police and court time is better spent on top-level suppliers, and he therefore wishes to free up court time, and his officers' resources, by keeping low-level offenders out of the cells and courts - with attendant saved paperwork and police time.

Wow yes a full day.
Well I suppose Police Chiefs will be saying next that ,if it is done discreetly on a small scale,we turn a blind eye to shoplifting. If someone is taken down a back alley and given a good hiding it is to be ignored as long as it is discreet.( unless of course it is a race related hate crime).
Isn't a caution for shoplifting very close to turning a blind eye? I believe some forces do that now.
The city Of Durham And the police, sounds like a joint decision to me

The two cases are not comparable.

Cannabis growing for personal use does not directly impact on anyone else - shoplifting does.
Wasn't this a nationwide policy for a while? (possibly unofficial)
Sounds a good idea to me. Although I don't smoke it myself, I know a few people that do. The threat of prosecution wouldn't stop them. Also, I've never known them to become violent after smoking, unlike some of the drinkers I've known.

It would make a deal of sense to ban drinking and legalise cannabis. Of course, the government would lose a great deal of tax revenue as it's quite easy to grow at home. Probably why it hasn't already been done.
The police are far too busy these days to deal with crime. They're focusing on bringing the crime rate down by either decriminalising things or persuading people to not bother reporting them.
