Do you mean the ones like Slendertone that are pads that send electrical impulses to your muscles?  If so, in my experience they do indeed help tone muscles (although I'm female so obviously used them on different muscles!) , but you have to pay out for a good one and use it regularly.  The cheaper ones aren't as good and using it only occasionally won't have the desired effect.
I've tried a slendertone and it seems to tense for around 4 seconds and then release and then repeat for around 6 minutes or so, I didn't benfit at all from this.

Although I have tried another more expensive machine that the delay between the muscle contractions could be altered to pulse more frequenly and I found that to be much better, even after a long session with it I found I had the feeling of having strained a muscle.

So yes, they do work but better if the pulse settings can be changed.

No. They just give you a weird rash....or so I'm told.
No. To build muscle you have to stress the muscle through exercise and eat enough protein and calories to strentgthen and repair the damage, thus making it bigger and stronger. You do this through sweating buckets, not by some "nerve-stimulation" belt type weird thing.
Andy is correct, they may contract the muscle but they don't put it under any stress. No pain no gain, there are no short cuts.
The only people who benefit from them are the people who make a profit selling them. A good 6 pack starts in the kitchen.
