Where can I buy sand...

That is good for ex foliating your feet to leave them soft and silky...I heard the finer the sand the better the result.

Go to Blackpool for the day.
How about the sand that they use in the sandpits at kids nursery's. ?
Seriously? You'd be better off popping into Boots and buying yourself a Sanctuary foot scrub :-)
Failing that... Great Yarmouth?

Seriously...just a sand bath for my feet once a week would work wonders...
I buy Dead Sea Salt crystals and rub it onto dry skin before showering - messy but effective. You could try a mix of olive oil and sugar mixed to a paste and rubbed over your feet as well - this works really well on your hands so it ought to work on tootsies too

Builders' Merchant
If you google 'fine sand education' it will come up with loads of education catalogue sites that sell fine sand for children to play with. Can imagine you'd get quite a bit for your money and it would be the sort of texture you're after.
Powdered pumice is better than sand. If you know of a dental lab I'm sure they'd sell you a big bag, it's very cheap.
I use either sugar or ordinary cooking salt mixed with a little baby oil. Works a treat and leaves lovely smooth skin after rubbing in and then washing off.
