When you offer his kind of deal you have to accept that there will be greedy folk who want to take full advantage of the deal the host is offering. To complain that they never left a tip is irrelevant as tipping is not obligatory.
I do feel this pair were taking advantage though, but the advantage was there to be taken.

I sometimes go to a local Chinese buffet with the family. It is £4.50 for lunch which is excellent value. They don't even make you buy their drinks as they offer tap water in jugs which you can just help yourself with. I always tell my children never pile it high as you can go back as many times as you like. We are not massive eaters like these two blokes and I assume they are eating everything on their plates. I was at the buffet place recently and a bunch of teenage girls piled up their plates but left a huge amount of food. The owner wasn't happy and said there would be a surcharge for wasting food (only £2 more). The girls weren't happy about it and there was some tutting and face pulling from them as the girls thought it was out of order they had to pay more. The owner does have a sign to say large wastage of food will be charged.
I don't know why but when it's a buffet, people have the tendency to put loads on their plates only to leave a lot of it as they fancy tasting something else, so then go back and get another plate of something else.

A Chinese restaurant I have visited does eat all you can buffet but serves it as individual dishes, rather than a traditional buffet, which means freshly cooked and your choice. They state, quite clearly that dishes left un-touched will incur a charge of £x. Seems fair to me and mitigates the greed factor.
I think that sounds a good idea, Eccles and if you have to keep ordering dishes with the waiting staff, you might feel bad ordering too many. I know I wouldn't want the staff to think I was a greedy guts! There's a Brazilian restaurant in town but I've only been there once. You help yourself to salady bits and they come round you table with the meat and carve it on your plate. I must admit, they don't put that much meat on your plate and although they will come back if you call them, I always feel too shy to ask for more so I go home feeling I could have eaten more sausages!

the restaurant should change the deal to add a limit to the number of refills - but THEY greedily made claims they didnt want to honour, in using tempting language they didnt really mean.
they know most people dont eat much more than a few bowls so why not say 4 bowl buffet?
i dont blame them being peeved watching this happpening but its their own fault and they are acting badly now.
they paid like everyone else.
