We don't know the reasons for the decision not to prosecute but my gut reaction is that a caution is not adequate

What possible information could have made them 'opted just to caution'?
We'll never know "what possible information could have made them 'opted just to caution'? " Lets just hope it was adequate for a rapist not to be prosecuted.
We don't have the information that all concerned in the case have access to - therefore it is difficult to fully understand.

It is alarming the number of children that commit sexual offences these days. Maybe it's always been happening and not reported.

Nothing there warrants the child not being removed from society.
maybe so,. but not appropriate to take through the court.
I feel for the young victim, not the perpetrator. Sexual perversion is innate, and cannot be altered.
I can completely understand your feelings, but as advised by others, we do not know the circumstances leading to the decision.

We do have to hope that they are robust enough to stand up to scrutiny should this child re-offend in the future.
It does read on paper as a decision hard to understand , but I have no doubt it was not made lightly.

This paragraph for example, telling us that the families of the victims were involved in discussions.

It does seem a little wrong-headed but as Mamya points out it seems that great care was taken by a variety of concerned parties before they decided not to prosecute.

We can only trust that they have made the correct decision.

I agree with jth there must be a reason that obviously we know nothing about. There are plenty of opinions on here of what should be done giving me the feeling that the Klu Klux Klan are not so far away.

WR, I can see no opinions of that sort here.
In such a case as this it should be for the CPS to state the reasons that it decided to discontinue the prosecution. I am not suggesting that great detail is gone into which may identify the offender but surely the general conditions should be given i.e. offender subject to abuse coercion etc as has been previously mentioned.
