If I were to use an exercise bike regularly, what other forms of exercise would be a good idea as well? (for example, would I need something for my arms too..?) I really don't exercise hardly at all, but know I need to..)

Also...is an exercise bike considered as good or not as proper cycling?

A rowing machine is an excellent form of excercise. So is walking the countyside.
Cycling is good form of cardio-vascular exercise, it will improve your general level of fitness. If by "something for my arms too" you mean that you want to develop muscles in your legs on the bike, then Ifear you will be disappointed. To develop your muscles, in all parts of your body, you will basically need to do some weight lifting. Ideally you should embark on a fitness program that includes exersice aimed at both improving your general fitness, cycling, swimming, running, rowing, and some weight training to tone and build a little muscle. You need someone who knows what they are doing to show you how to begin this, you can do it at home, but you do need guidance to begin.
cycling is a great low impact form of exercise, I used to do a Spin Class at the gym - which is extremely challenging!! I highly recommend it!!!
