Why does it have, "Report this answer" under some answers, but not under others? i don't understand.

As I understand it, if you report a question (or answer) then the box vanishes from your screen. Once Ed has checked it and edited it or passed it as fit for human(?) consumption, then the box vanishes from everyone's screens.

Ed, if you see this can you confirm please?
