in 1995 crime rate in metro manila was risen up to 10,000 cases including petty crime of stealing.it was predicted to increase to 10,500 cases in 1996,but statistics came out with only 20% increase to that of 1995.1997 was quite peaceful and the rate dropped to 50% to that of 1996.a precedented decrease after the PNP did its job well.with the predential election that follows,there was chaos,and rampant crimes again,so that in 1998 crime rate rose to 30% and 40% in 1999 to 2000.the government was alarmed and strict measures were taken up to minimmize the crime rate.
