What do people think about North Wales Police headed by Chief Constable Richard Brunstrom training their dogs to disable people with a flying head-butt - and muzzling them so that they cannot bite?

Seemingly the police dog training manual states 'the use of police dogs for criminal work has the potential to breach human rights'.

I think a policeman facing a football crowd with a muzzled dog is really going to have alot of control over the crowd (NOT!).

Well down here in Sunny South Wales, the policy is, that should a police dog bite someone in the course of their duties (apprehending a criminal or crowd control ), they are compensated almost immediately. As usual the tax payer foots the bill.
Is that something you have evidence for Trojanfarce?

Hampshire police for one made no compensation payments last year police dog bites:

There's a case in the west midlands in 2004 where a mother of 2 was standing watching firefighters when a police dog got out of control:

or are you referring to this case

Where the South Wales police beat a Leeds fan with trunchons and set a dog on him as he was boarding a bus .

I hardly think that counts as a "policy" or do you have evidence of other cases?
