car on personal contract purchase

my car is 2 and a half years old and has been back to dealers 8 times in this time for repairs9(was new when lease started) who is liable for costs involved as has been off road when broken down also...

my husband and i live in a house rented from the MOD but are not service personnel, tenancy is in his name only and now MOD want to sell as house is they say ''surplus'', can myself and our 2 children...
