top plastic part on vertical blinds

Does anyone know what this is called, and where I can get replacements? With the warm weather the windows are left open, unfortunately, this then leads to the blind twisting and the small plastic part...

Holiday to Cuba

Looking through a Thomas Cook Holiday Brochure, It said that you are not allowed to take in a portable Dvd player , except if its included in a laptop. Does anyone know the reason for this?
