Hot water tank

My hot water tank has 3 x22mmm holes: bottom is cold in I understand and the very top hot out ,but the 3/4 of way up 22mm has me confused as there is no coils or anything in the tank. think it will be...

immerser has 3 holes top, 3/4 of way up and bottom is cold to go in bottom or 3/4 way up and use bottom for drain?
