problems getting credit

I am not on the electoral roll where I live, I have to wait until december 2004, at earliest, does anyone know how I can improve my credit rating to compensate for this, I have had problems recently...

Cards for 16 year olds

Does anyone know of any bank cards that 16 year olds are able to use? I have an Abbey one, but most other banks don't have any! Or do you know of any student cards? Thank you
