Why do garages fasten seat belts?

Why do garages fasten the seat belts when they have done work on your car? I took mine in to have the rear reversing sensors checked and when I got it back the rear seal belts had all been fastened....

is it allowed to do what they call blocking in your driving test, that is go from 4th to 2nd gear when you come on a sudden bend or hazard, and also to start off in 2nd gear when moving away downhill.
