Picture Freeze

How can I improve the quality of video clips on my PC? After a few seconds of play the picture tends to freeze , then play resumes for a short time, then freezes and so on. This is very irritating.

Cooking Oil

During the recent very cold weather my bottle of cooking oil turned cloudy. The top couple of inches have since cleared but the rest has remained cloudy. Is it safe to use?
