A13 / A1311 (Link Road) - What are numbers on roundabout?

Taking the slip-road off of the A13 eastbound at Hornchurch Marshes (A1311 ? Link Road), there is a roundabout with huge vertical numbers in lights. What are these numbers? Thanks in advance, Dan.
