Spotty arms

I have spots on the back of my upper arms, I have tried moisturisers, e45 etc and nothing works. does anyone else have this problem and does anyone know of any miracle cream that might clear them up?...

Can anyone suggest one that won't smudge or just disappear within a few hours?
