You can request the forms on line to be sent out in the post to you for completion. http://www.justice.gov.uk/forms/request-lasting-power-of-attorney-forms
The only options I can see are
(a) printing the forms off and filling them in , or
(b) entering the information online- but even then i think you need to print off and get signatures on some forms.
So if you want to do it yourself but don't want to print or do online I'm not sure what the process is. I would email and ask if they can post you the forms- but I know bodies like this and HMRC are moving away from paper forms
