When a washing machine is delivered to the door, who does the packaging belong to? Can I insist that it is not unpacked?

I don't see why not, although most people are glad not to have to unpack it themselves. When my last fridge was delivered, I asked them to leave the packaging on as it had to be stored for a while before the man came to remove my old built in and set the new freestanding one in place.
I have never bought one where the delivery drivers did not unpack it and take the packaging away.
The delivery men have to check it is OK , no damage etc. That is why they unpack it. But you can insist on it just being left as it is. You would probably have to sign a receipt to say you accept it as it is without being checked.
I would think the packaging belongs to you, and can insist on it being left, but they often take it away as a part of the service.
