speeding up internet connection

Would someone please tell me how I can speed up my internet conection. I have just put in a new hard drive and modem and my internet connection now seems rather slow. I have a connection speed of 31kbs and it used to be 45kbs. Do i have to go into the settings to alter anything to make it go faster. Any help would be really appreciated. Thanks very much. Broadband will make it faster, ask you next door neighbour to share his bandwidth.
