We have had both cats and dogs, often at the same time, and I have no doubt as to which would be the winner. The dog may chase, but having been caught, the cat would turn, and so would most dogs if they value their eyesight.

I'm sure it would work, catswhiskers.
Litter trays probably not needed as unlike dogs cats don't have the need to wee and poo on everything all the time.

I think it's a great idea. Petting animals is relaxing and cats are very amusing to watch.
