yes, on second thoughts probably Callaghan, though I'm not sure even he really rose through the unions all that much.
Callaghan went from being Assistant Secretary of the Inland Revenue Staff Federation to an MP. Not exactly rising up thru the ranks.

he helped found the union, and became a full time official five years later (says Wiki), so that's probably rising through the ranks. More than any other PM that I cant hink of, anyway.
