You can use a website editor program (there are several available for free, though I would avoid MS Frontpage Express, which tends to create pages that are far too large and don't display properly), but even better is to learn some basic HTML - you can pick up a lot by viewing the HTML source for existing webpages.
www.htmlite.com has some good tutorials on things like that
I taught myself HTML from scratch. I got a book from the library to start me off...I think it was an Internet for Dummies one, with a small section about websites. I chose that one because it explained the 'tags' well. However, after mastering remembering the basic tags I learnt a lot more from looking at how existing web pages are made up...I wouldn't say I'm too bad now :) The site dj_ajax suggested looks good...but I'd also suggest www.lissaexplains.com - although it's supposed to be for kids, it's great for any beginner, a friend of mine has used it.
As Lizi suggessted, lissaexplainsitall is a VERY good website, and although it says for kids I have used it and recommended it to others. You can get ws_ftp for free to upload files. You may have free webspace given to you by your isp, but if not try www.freehomepages.com (I have used them, but moved elsewhere due to annoying pop-ups.. still worth a try though).
P.S. A lot of html and javascript does not work on msn groups.. seems msn have their own wierd language for creating pages. Kev_UK

thanks to everyone for these - I really appreciate it - I think something aimed at kids will work best for me as my internet ability age is probably approximately 7!
Do you actually need to know how to create a website, or do you just want to creat one? If the latter, then a number of hosts provide "template" software that you can use. 1&1 use "Website Creator", which you can test for free here: https://order.1and1.co.uk/xml/order/HostingHomeWsc;jsessionid=F9E77DD137B00AE4097B1A837A4EBE15.TC33b?__frame=_top or there a number of software programs you can buy/download. P.S. I don't work for 1&1, but they do host the site I run for a club: http://www.chaosuk.net/ (created with WSC).
Don't forget to download the priceless HTML library which lists the tags and how they are used: http://www.arachne.net/htmlib/
Try looking on google, cnet or tuwcows for stuff.. there is something called monkey web developer I had once. I don't know if these codes will work on here.. bold italic underline
center
font size color Remember html has to be spelled the american way.. examples:- center & color
