My kitchen ceiling dome light has 2 xE14 energy light bulbs. Is it normal for both to fail at same time-or does this point to a fault with the product itself ?

It's possibly that, as one bulb failed, it caused a small power surge which was the last straw for the other (already-tired) bulb.
Yes, it happens. There seem to be a lot of dodgy lamps around at the moment.
Can't speak for the Edison screw type but there are a lot of dodgy bayonet types, every since the EU encouraged the decent bulb manufacturers to get out of the incandescent bulb market and a load of garbage quality, eastern made ones took over for the duration. I get them break apart and fall to the ground these days, and none last more than a few months.
If you put both bulbs in at the same time then is it not reasonable to assume that they both have the same life expectancy? When one 'dies' so does the other.
