Designing a computer game and making an IT project capable of handling data of millions of people and having them conform to a set of essentially arbitrary laws and rules are two different things entirely. Part of the reason IT projects fail so often is because they are very difficult to make work. Another part is, perhaps, that the top people haven't worked on the projects, but sometimes they just don't seem to want to touch it. Also, perhaps, computer games developers want to, well, develop computer games.

There is a real problem with government-led IT projects but there's no easy fix.
