I've a suspicion that he may have been doing something that looked like work. The police who stopped him would have thought it couldn't possibly be Randy Andy as he's never been known to have done a days work in all his life.

I think the police were right, they did not recognise him in the palace grounds and they were doing their job, I doubt if I would recognise him in the street.
