By using the information given in the tension requirements. Your pattern for 5.5 and 7 needles will give the number of rows and number of stitches in a given square, usually 10cm, sometimes 5cm (4" or 2" in old money). Then you need to experiment with your chosen yarn and size of needle to find how many stitches and how many rows it takes to produce the same size square. The instructions say what stitch to use for doing this, usually stocking stitch. After that, it's a question of doing the arithmetic and changing the number of stitches to cast on etc and the number of rows to knit, to end up with an item of the correct size. That's the theory :)
